I think the Video evidence can be that of the witness counting each chip to validate the number. The convention would be the perfect spot because to be a valid witness you need to be an expert in the area of the collection and well I don't know where else you would find that many experts in one spot. I do have the full details on what is required if anyone wants to take a peak. They are PDF files so I could not upload them here.
