With the "Sanctions" imposed by our President on Russia, they have no reason to be friendly to US citizens.

There may even be a sanction that prohibits mail from Russia to names on a "black list" that USPS is forced to use. Read this article:

Poor Sergei Ivanov was on the list because his name is the same as that of Putin's Chief of Staff!

I would tend to avoid any contact with Russia until Obama either gets over his preoccupation with "sanctions" or until the war is over.
