You can send money to anyone in the USA with an email account. Money laundering restrictions prevent use of international transactions.
If the recipient doesn't have a paypal account, he will receive an email requesting him to accept the transfer, and be required to open a paypal account to place the money in. In doing so, he will be required to provide his bank account information, after which he can (if he wants) move the money from his Paypal account into his bank account.
You can transfer up to the amount of your PayPal cash balance to one of your bank accounts in your PayPal profile by selecting "Transfer" after you have logged on. If you have multiple linked bank accounts, you must select which one to use for the transfer. This transfer is enabled by an ETF (electronic transfer of funds) which pretty much every bank supports. There is usually no PayPal fee for this kind of Transfer, although some banks may have a fee for accepting the funds.
You can also Transfer funds from one of your linked bank accounts into your PayPal account. Again, there's usually no PayPal fee, but might be a bank fee to move funds out of your bank account. Bank of America charges a fee if you initiate the transfer from their web site, but not if you initiate if from PayPal!
