The picture is pretty fuzzy, but it appears to be a printer's "cut" made from a photograph. These have a photograph chemically or mechanically cut into a piece of metal or plastic (this one appears to be plastic) so that it can be printed by the letterpress process.
I could have been made and used by a Las Vegas newspaper or postcard maker in the 50's or thereabouts. They were inexpensive to make, and one could be reproduced today from a photograph of the same image.
I worked for a small newspaper while I was in school in the 1950's and these were made every day for photos taken for the newspaper locally.
I wouldn't think they would have much value. Maybe $5-10 as a curiosity and if they are dated and marked by the user.
