The dates are puzzling. Stratosphere has been opened since 1996 (18 years), so no "25 years of service" possible, unless they are ordering in advance.
Perhaps the chip was made to recognize long-service employees at any of the 4 ACE Properties parent-company controlled by Carl Icahn.

In looking at their management roster (linked below) the only name with 25 years service is Ron Lurie, at the AZ Charlie's - Decatur property.
Maybe additional AZ Charlie's employees qualify for the 25 years too.

If this was made for employee recognition, I hope they get something more than the chip ... maybe a gold watch ???
