Using those rules, under what circumstances would anyone ever need to go to CCC in Trenton to cash them in?

If a place went bankrupt, then you can't cash them anywhere.
If a place closes and is taken over by someone else, the someone else will cash them.

So where does the cashing in at Trenton come into play?
