I've been reading "Way's Packet Directory..." for several years now, especially when I come by mention of a boat that operated on the Mississippi River System from the mid-1800s... and see where there are five boats listed by that name with one being Robert E. Lee, Jr (actually registered Rob Lee, Jr). Some of the descriptions are very complete; listing everything down to the paintings on the walls... and there are thousands of listings of boats, but have not found one mention of any organized gambling on any boat thus far.
