This is a classic case of changing times. Citrus Heights was an unincorporated area until about 10 years ago. The city lines were redrawn when they incorporated and Cisco's is right on the border so it shows up with both addresses. Also I think the gaming licenses in California sometimes reflect a different name than the business name of the place they operate in. Like Session's Card Room - the gaming license was held by Jack but the room was located inside the Sutter Club in Folsom. It is going to get even more confusing when the new club that replaces the Luck Derby and the Phoenix next month. There will be two "clubs" in one building - the over all name will be Stone's Gambling Hall and the club names will be "The Tavern" and "The Saloon". You can check it out at their web site:
