From all that I have read, you sent the chips. Virgil never received them. They must have gotten lost in the mail. Unless you sent them with insurance (which normally comes with a tracking #), you have no recourse with the shipper. You should (1) send the traders back, or (2) pay the cost of the chips.

It's that simple.
