-- either you submit a chip to The Chip Guide (where there is no other choice other than "Casino" to be submitted under) or you don't submit the chip to The Chip Guide. At the top of each Chip Guide page is this "Chip Guide -- A Catalog of Casino Chips and Collectibles". Many people consider these "fantasy" chips as collectibles, and I agree with you that they should NOT be under the "Casino" heading...but once again, that leaves with only those two options -- submit under the current format or do not submit.
