I agree. Fractional should be defined as "having a denomination of less that the basic currency unit". Of course, one could argue that it could be defined however you want, but I think the history of chip/token collection would show that fractional would not include chips/tokens with a larger denomination than the basic currency unit.

$2.50 and $7.50 chips would not be considered fractionals by most collectors.
