About a year ago we had a problem on the ChipGuide. An individual submitted 30 or more chip scans from a certain area of the world that was not well covered on the ChipGuide. I recognized the scans as belonging to another website. I contacted the owner of the website and confirmed that the images were from the website. The following actions were then taken:
1) All unprocessed submissions by this individual were removed from the submission table.
2) The individual's name was removed from "Contributed By" for all items already on the ChipGuide. It was decided to leave the items on the ChipGuide because it was known that many of the submissions were just image improvements of items already on the ChipGuide.
3) We added the requirement on the ChipGuide Submission form to certify that the submitter was the owner of the scans or had permission from the owner to submit them.
4) The individual was banned from the ChipGuide. YES WE CAN DO THAT!
We could not take any further action because the individual was not a member of the CC>CC.
