Not that this will help....directly. But I have noticed that humidity plays a big role in this. During our very humid summers, chips get sealed tight. In the dryer winters, I don't have a problem.

I can generally pull both sides of the cip down until enough of the "chip lip" is revealed. I then put pressure on the exposed edge and push it up. In the worst of cases, I have used a very small, fine jewelry screw driver to pry it up. This is obviousy a risky approach (edge nicks) and should only be done in the more snug situations.
