There does not appear to be widespread hacking of random names. When I receive one of these e-mails purporting to be from a chip collector, it seems to be from someone I dealt with - sometimes a couple years ago.

It used to be common for hackers to hijack entire address books from within the computers of those using Outlook (which is why I never used Outlook). I suspect that is what is continuing to this day.
