Perhaps my reply post may cause more discussion.

It looks like the chips (blanks) are formed by cutting from a rod (log) of material and the circular marks are from the saw blade. Or, perhaps the chips (blanks) are formed in the conventional compression molded manner (maybe even injection molding) and before they are imprinted the surface is sanded. the circular marks could be the result of sanding.
