Question about ethics

I will not give the person's name as I don't want to turn this personal. This is just a question about ethics.

I have noticed a member has been periodically listing the same "semi-rare" chips for sale on ebay. He usually waits 2-3 months between auctions which appears to be enough time for the last sale to clear the "Completed Listings" search tool.

My question is this... There has been plenty of discussions on this board regarding people that mislead the public on exactly how many of a specific chip is available. Does the practice defined above fall into that category? Is it misleading? Or is it just smart business as not to flood the market and keep values high? Is there a certain number of chips in which this practice would be okay? If he has 5 chips okay..... but 50 not?
