The use of numbered chips in Cuba was extremely rare. Until now, the only casino that we know used these, at a very early stage, was the "National Casino". See two sample below.
Some private Spanish clubs used some imported Spanish chips numbered, but, these were in peseta at a time that the peseta was 5 to the Cuban peso (which was the same as the US dollar). Also, some French plaques were used by the "Casino Espanol of Havana/ a club not a casino" late 1890s- 1900. But, again these were not Cuban chips.
The best example is this chip which was found in large numbers in the Casino Espanol de la Habana. A few of these plaques with the same CE font were also found. These were very practical because they had CE which went along with "Casino Espanol", and the denomination was 5, also the unit used (5 pesetas to $1.00). However, the plaque has been thought of as coming from France, in which case, the other chips were as well. Bottom line, they were not Cuban. See below
Also, the combination of material used, the design and format, have never shown up in Cuba. These are not Cuban
