That part you are referring to in my opinion and I don't question that fraternal gambling was "illegal" in the eyes of the law. My distinction refers to the categorization of the chips. I separate "illegals" from "fraternal" because in my mind they are different. But it might be the distinction is less that I realize. I'm going to start another thread and ask some questions to better understand fraternal gambling.
