Is the first Nevada casino to have roulette chips marked with denominations? I know Paris and MGM did, but those were jetons for a European style wheel.

Only three colors, and all marked 25. Why would they bother unless they ordered other denoms earlier. For a high limit game, maybe? Or maybe, they are 25c chips .
