I don't really know how many people would consider that chip an "error". Those type of manufacturing issues can be found on a number of those brass inlay chips. I actually had a similar Hacienda $5 that had an even worse "over-run" of the red "clay", but I didn't consider it an error -- just poor quality control.

But this is just MY opinion. There are plenty of others that may call it an error or a variation or some other such thing.
