Without knowing all the facts, just for sake of discussion...

Let's say you "ban yourself" from the casino 5 or 10 miles down the road from your home or work, not due to a true gambling addiction, but to keep yourself from wasting time there on your way home. Unless they told him that by so banning himself it would be from all of the company's casinos in all states, why wouldn't he have the expectation of being able to go to the casino in the next state over for an evening's entertainment?

Assuming that the Craps table was not next to the door, security should have had plenty of time to search their records of excluded persons and ask him to leave in a prompt manner. If he was a known cheat, would he have been allowed to play, or would they have been all over him?

What would be the point of banning yourself, and the administration of the casino's program to do so, if it takes them 1/2 an hour, an hour, or more, to remind you to leave. Doing so only after accepting his play on the craps table, and for a good numbers of rolls of the dice, for this bet to pay off... The Casino should pay him with all due haste, and if they don't, they NEED to have their license, reviewed/restricted/or pulled.
