Good Evening Ladies and Gentlemen

I've found a box of old (antique?) paper chips. These were out in my garage along with the "CEC" illegals.

Anybody know anything about them?
Anybody want to make an offer on them? :-)
By my best count there are 99 white, 49 red, 49 blue.
Not all pictured, only a representative selection for general condition of the chips.
