1. They don't follow up checking the CB to see what they owe.

2. Are to busy to keep track of the pool results.

3. Just don't keep the commitment, maybe ecomnomy.

4. It seems the same members are remiss.

Most members pay quickly, and hate to bug non-payers, especaily publicly. I have had a lot of fun entering these pools, but have just gotten discouraged from entering now day's.Just a few are the problem. I guess we must give a break to non pays, lost in mail, had a family emergency, ect. For these reasons I preferred to e-mail the member to resolve first before going public. But, bottom line is to much hassle to collect, so I'm not entering in future.
