If it's like Michigan (and Michigan patterned a lot of its regulations after Nevada's), anyone who does business with a casino (caterers, suppliers, etc.) has to be licensed by the gaming board. In other words, the board/commission would probably have jurisdiction over everyone involved and could fashion an appropriate remedy.
