I thought that too Don, so I asked the recipient if he had a personal email, which he did. I tried sending to his personal email and paypal still wanted to impose a $4 charge. Ricky Pushkin had the correct answer. The payment was going to a foreign country, so the recipient simply reduced his price by $4 because to send him a $400 check would have resulted in a $20 fee to cash the check in Australia.
