FYI, it is listed in the C&W book, 4th edition, page 317.
That book lists it as an error chip, unique, valued at $300-$600, at the time of the book's publication in 2009.
Of course, other denominations of Ranch House chips (50c and $1) are noted in TCR (Note 014, in the back of the book) as being repaired/re-manufactured, on occasion. It doesn't show the $25 as part of this phenomena in Note 014.
Just pointing out this additional info. I'll leave it to the experts to interpret further. I have no independent knowledge about your $25 chip. I hope its the "unique", or possibly near-unique category as C&W says.
