Recently I was watching a special about comedian/ventriloquist Jeff Dunham and apparently he owns a huge 3-D printer that he uses to design and print his dummies out of plastic so it is entirely possible to create a chip using the 3-D printer method but each print take at least a couple of hours or more to be completed so unless your dedicated probably wouldn't be worth it to make chips that way.
