that had posted a redemption notice as "screwing people out of their money"? If someone neglects to turn in a winning lottery ticket within the specified time period, is the lottery "screwing them out of their money"? My understanding is that the chips belong to the casinos (at least in Nevada), so someone shouldn't be taking the casino's property in the first place or am I misunderstanding something?
