Yes he said he shipped all 4 chips and he offered free shipping. Now he blame on me didn't pay insurance which really piss me off.

I understand your concerns but how do I know that you received the chips and now saying u did not receive them. check my ebay account I have been a good customer and offered free postage it was your responsibility to insure the items if u wanted or instructed me to pay more for signature bag . I will not reimburse u as I sent the items and never had a problem in the past. im out of pocket and did nothing wrong.
there are cases where postal staff are opening mail. u mention tape I sealed the envelope so someone opened it not my problem
