Don, do you happen to have any issues with the vinyl pages being too heavy with that many (30) chips per page? Just from my own experience, I've found that the 12 chips per page (while additionally using the cardboard flips) tends to make the vinyl pages sag a bit when storing the binders vertically. I would assume that more than double that weight would tend to tear the pages where the binder rings pass through. Or maybe you are using a different kind of binder than I use? ones that stack flat?
