Possible N. KY illegal???

I picked up a couple BPOE Elks 314 chips today. I got four colors all together. He said he got
them from a guy in Dayton, Ky. he said they belonged to his grandfather. Here's the
interesting part. After his grandad died they were cleaning out his house. In the basement behind a curtain there was a heavy door with five padlocks on it. Inside were thousands of chips...These Elks chips were some of them. There were six slot machines and bags of silver dollars. Well...... I went straight to the Kenton County Library to see what I could find out about the 314. Turns out the 314 was The Covington Elks and in 1982 they moved to Florence, Ky.
I found an ad for a bingo at the 314 and it mentions them having one of the best Club Rooms in Northern Ky. To me the mention of a club room indicates gambling. My question is. Is Bingo considered gambling? Were games held at the 314 using chip illegal or just fraternal? Does it appear from the ad the bingo game was open to the public? There were a couple ads from local clubs in one of their convention programs.
