Are these roulette chips? 21 West Elizabeth,Detroi

These are well-known chips (see pictures below of both sides of the chips), ascribed to be from a "21 West Elizabeth" club in Detroit, Michigan (pointed to in the Detroit map below), in many chip lists and books.

My questions are : (1) are they roulette chips, and if not, what are they?; and (2) was "21 West Elizabeth" a gambling place or just a bus/taxi departing place for free rides to the Chesterfield Club outside of Detroit?

I'll take up the first question in this thread and the second question in another thread.

If they are roulette chips, they are pretty unusual:
(1) if "1" and "10" are roulette tables, why aren't the numbers on both sides of the chips? Difficult to sort them out and keep them from migrating to another table if number is just on one side.

(2) "21 West Elizabeth" is one one side only. Why? A security problem.

(3) odd that the chips only exist for two tables -- 1 and 10. Where is 2, 3 , 4, etc.?

(4) One says just "50" on one side. Table 50?

(5) one says 15ยข on one side. Why?

(6) if there was no gambling at 21 West Elizabeth, could the chips be transportation or junket prize coupons? If so, why all those colors?

Thanks for reading this far,
