Do they mean "under" as in the hotel was on the upper floors, and the Trail Café was on the main floor? Or do they mean "UNDER" as in located in the basement?

I'm guessing they mean "under" as in the Trail Café was on the main floor, because the Lucky 13 Club, and the Keyhole Bar...which were located at 13 Fremont, were on the main floor.
