If you send a personal payment to anyone whose paypal account is registered in another country then there will be a fee regardless of how it is funded (even if it is the same currency). That is not new. However, it used to be that the receiver paid it and there were no options. It is supposed to give you a choice of the sender or receiver paying it, but apparently that varies according to how it is funded.
What happened with me tonight though, for example, is that person X went to send me $30, was asked to pay a 30c fee on top, did so, and I received the full $30.30.
So however it is supposed to work, that can't be right.
