There's no fee to send money to friends and family when you link a bank account or use your PayPal balance.

When you transfer money to another email, the money comes from the linked account not a balance in your account. How hard is that to understand? If you have a balance (like you got a payment in that account) those funds would be used in any purchase before the money in your linked account is accessed.

Remember, the key is no balance. Have the transaction linked to a bank or credit union account. And, only use that account to pay for items -- not collect more money into the Account that will show a balance.

Also:
When you use a debit or credit card, there is a flat fee of 2.9% + $0.30 per transaction. You can also send money internationally for a small fee.
More about fees

I can't make it any plainer. I do not pay fees nor does the seller on these transactions other than EBAY fees that apply. No PayPal fees.
