I'm not sure if this answers your problem, hopefully it does:

Click on the steps in the title bar at the top of the picture. (Control Panel>All Control Panel Items>Ease of Access Center>Make the mouse easier to use)
Tick: Prevent windows from being automatically arranged when moved to the edge of the screen
Click: Apply
Exit

I'm using Windows 7 Ultimate.
