"fantasy" chips are valued at least $1 each, if not $2 or even $3 each, as follows...

They were made by the thousands, if not 10s of thousands by Paul-Son Gaming and sold via their retail stores as home poker chips. The per chip price was around 79 cents. Generally speaking, these chips, being clay composition, compression molded, in a hat and cane mold, are very popular with home gaming set collectors (ref: ChipTalk.net) and often sell there for $120 - $130 for a rack of 100. The per chip price remains at or above $1 each. While the President chips may not be as popular as the dog chips, or the flags chips, or the so called "Bond" chips, or Indian Chief chips, etc., it is because they are Paul-Son made in a hat and cane mold that keep them wanted.

In a sample set (you are showing what would be called a sample set) they are valued at $5 - $10, especially in an un-used state.
