Short answer ... it detracts.

Unless the underlying chip is very, very rare, these overstamped Chipcos are usually regarded as samples (at best) and as "floor sweepings" for more common chips. Since the Desert Inn $25 is available in its original condition, this overstamped version is of modest value, IMO.
