So what does this mean? Anybody have any idea if this chip was actually in use at the Frontier Club in Vegas?

I hope I don't come across as doubting anything. Like I said earlier, this is the first time I've heard of this chip. So does anybody have any thoughts on this? Is this actually a California chip and has nothing to do with the Frontier Club in Vegas, or were the chips used at both places at different times?
