The law that you posted is speaking of unredeemed vouchers...and it clearly defines a voucher as a "printed wagering instrument"...
"Section 1.3 defines “slot machine wagering voucher” as a printed wagering instrument that has a fixed dollar wagering value that can only be used to acquire an equivalent value of cashable credits or cash."
Cale didn't pick up the vouchers...he printed them, then redeemed them.
There probably is a law that makes it illegal to claim abandoned credits...but I don't think this is it.
That law clearly states that it is talking about printed instruments....I'd think it's referring to vouchers that people take as souvenirs, or accidentally carry home in their pockets, or use as bookmarks, or throw away, or lose, or....
