I would NOt do that because your buyer may have never received the chip. It is MORE likely in my mailing of thousands of packages over the last 10 years that the mail person delivered it to the wrong address. Even a larger chance if the package was delivered to an apartment. Just because the scan shows delivered it doesn't mean it was delivered to the customer, I know this only too well. If you start blacklisting innocent people that would be terrible.
