I've cleaned many chips. Best why I've had success is a cotton swab and use armor all automotive cleaner. I light spray cleaner on cotton swab and gently rub chip. Then wipe it with a dry cotton swab. Then use a lightly damp (water) to clean residue. It works like magic. I dirty hot stamped chip looks like a champ after cleaning. I've even used the cotton swab in between the Gold Stamp. You got to be carefull there. But a trimmed swabs did the trick so far for me.
