... the buyer's only obligation is to pay you for the item he purchased. He has no obligation to leave the seller feedback.

I believe once the first party - the buyer - has fulfilled his obligation, he has done all he can from his standpoint. Whether he leaves feedback for the seller shouldn't influence whether he receives feedback as a buyer.
