welcome back into the club (with the exception of those that have been expelled). There are many different circumstances & many different options to rejoin the club. Sometimes the lapse is less than a year or even a few months & we offer several different scenarios to the returning member. But anyone that has not been a member for numerous years, the option is offered to receive a new membership number or to pay their "back-dues" should they wish to retain their old number. That's the way that it's been done since the beginning of the club, as I understand it. Trust me, we work with those members who had a lengthy lapse in membership & wish to retain their old number. Even with the options offers, many just choose to start again with a new number (which is what I would do if this situation fell upon me).
