PA has some nicely designed casinos. SugarHouse, Rivers, Sand's just to name a few. Just because most don't have hotels, they do have other amenities that cater to their markets. All casinos attempt to cast a broad marketing channel and then focus in on their more profitable players that are cultivated. How broad depends on their business model, location, gaming tax rate, and on....
Atlantic City needs to re-invent itself, as every jurisdiction around it has added gaming. Atlantic City does have one advantage - A much lower tax rate on gaming revenues. Why would Caesars who owns 4 major casinos in AC even compete against itself in PA with a higher tax rate; because the volumes are enormous and their property is very profitable.
