TITO Collectors & others

Recently, I cashed a TITO at the Silver Slipper in Hancock County, MS, that was an odd cents amount ($16.05) at the casino's self-redemption machine. The $16 was dispensed in cash, three $5 and a $1 bill.
And, with the transaction, I received another new kind of TITO marked as NRT05 TICKET. The ticket was for .05-cents. I was told the NRT means, "Non-Redeemable Ticket" These new machines do not dispense coins and will only give tickets back over the dollar amount. My question is this a common practice with most casinos or is it a new way for the casino to round up in their favor the excess change? What I did notice is that two trash cans near the machine was full of TITOs for the odd cents that are only playable on penny machines. To cash TITOs at the cage, there is a long line and only one position that will cash the TITOs. Anyone, have any ideas? Below is an illustration of another TITO for .02-cents
