This is the "Back to the 40's" set issued by Ramada Express with 1000 minted. This set was probably the most difficult to complete. Only ONE chip per month was issued back in 1998. Since the Ramada Express was located in Laughlin, NV, one had to go to Laughlin once a month for ONE year or find an alternate way of obtaining that monthly chip.
