There are two different tints.

Here are two chips from BPOE 566:

Clearly there appears to be two different elk colors. I don't believe it. I think the elks all started off one color (the dark color). Over time some faded into another color. If I considered the 10 cent BPOE 99 to have two different colors, then almost every BPOE would have two colors. For the BPOE99 there would be two of each denomination. I don't believe it, I believe there is only one 10 cent BPOE 99.
