These were found in a box marked The Burt Co and were probably manufactured by the Burt Co.
I have limited knowledge of the history of this item but chances are good they were made many years ago by The Burt Co. since these were found during the aquisition of chipco.
All I can say is- they look old- the box looks old and they would probably make an interesting addition to your chip collection.
