I started the "Shotgun" trade many years ago. You took 90 chips and packaged them in 10 per package. You solicited 9 other people to trade with and they did the same. The rules were simple, enclose 10 reasonably good chips you would grade as acceptable for your own collection of low value. No one knew what they were getting and if one person sent crap, it was only 10% of what you would receive. So it was reasonable that you would receive mostly good chips. Many of which you could use or trade later. I was always happy, because people of different areas often sent chips from their area that I did not have access to. Doing a high value Shotgun, people may not send as high value chips as you expect. I say stick to lower value chips.
